Luckily USA is capitalist enough that such nonsense is likely to fall on deaf ears and these labour market socialists will remain divided among the left wing marxists and Trumpist right loonies and never be in position to pass anything meaningful ever.
But the secondary consequences of such decisions will be dire. One, it is not possible to legally define offshoring because all offshoring is eventually “imports” of software. So it is not offshoring you tax but imports of all sort of services. If this tax is high it actually pays to move your entire operations abroad. For example if FB moves is HQ to say London then it wont have to import anything to USA and would rather import from USA. This is already happening with some large cos like Canva operating from Sydney.
