New numbers suggest that USCIS might be engaging in shady and illegal stuff.
It seems that USCIS adjudication practices decreased EB green cards to Indians. Detailed processing times need to be released by country of origin to confirm.

There are rumors that if a person is not India born their green card application is processed in couple of months but for Indians it takes 12+ months. We also know for sure that last year USCIS worked extra hard to make ROW folks apply in EB2 because otherwise those greencards would have gone to Indians.
This is illegal because if extra green cards are available, country caps should not apply to them.
